Gallison, head of the Six Companies press relations division, was tasked with keeping the public informed as to the nature and progress of the construction.  The Boulder Dam Project was a showcase for the Hoover administration.  Hoover and his "trickle down" policy to end the Great Depression did not sit well with the millions of people out of work.  Therefore, the articles like those of Gallison encouraged public interest and support.
